I've not tested this suggestion myself but will the:
HWADDR
( see /usr/share/doc/initscripts-xxxx/sysconfig.txt )
directive in /etc/sysconfig/network-scripts/ifcfg-ethx
associate the correct device with the correct ethx interface?
