Try removing the 'keys' entry

Here is my ntp.conf file:

restrict default nomodify notrap noquery
restrict 127.0.0.1
restrict 192.168.124.0 mask 255.255.255.0 notrust nomodify notrap
server  127.127.1.0     # local clock
fudge   127.127.1.0 stratum 10
server  tick.ucla.edu
server  time.berkeley.netdot.net
server  ntp.ucsd.edu
driftfile /etc/ntp/drift
broadcastdelay  0.008
authenticate no

AFIK this is normal but misleading.  You did not specify a server and ntpdate 
does not default to anything.
