Pre-install Environment

I'm sure if I'm wrong someone will correct me, 
But I think the install CD has a boot-option to get into "rescue mode" which
should give you an environment similar to Bart-PE.  (ie, mount disks, check
filesystems, etc.)  If you want an OEM-preload mode, I don't think such
thing exists... (though re-running the last stages of the install/configure
process could fake it...)
