Connection refused when trying to connect

Your grep statement shows up because you are grepping for httpd.  It is not
running.  Run the following command:  service httpd start

It appears to be up and runing.
But the message is the same ...

ps aux | grep httpd
Can you see it?

If you can't, try running /etc/init.d/httpd start
