problem with quagga 0.97.0-1

It seems that rpm provided with RH4 has some problem:

[root at aaa quagga]# telnet 127.0.0.1 2601
Trying 127.0.0.1...

- Anyone knows how to fix it?
- I need ospf dynamic routing and I don't know any other package on RH4
