modifying system-auth

I am required to add lines to /etc/pam.d/system-auth similar to the following:

auth required /lib/security/pam_tally.so onerr=fail no_magic_root

password required /lib/security/pam_cracklib.so   retry=3 minlen=8 lcredit=-1
ucredit=-1

password sufficient /lib/security/pam_unix.so nullok use_authok md5 shadow
remember=15



The comments in the top of the file say:
#%PAM-1.0
# This file is auto-generated.
# User changes will be destroyed the next time authconfig is run.

I have tested this and find that it is true. I have tried running authconfig and
system-config-authentication. I have been unsuccessful in getting them to add
lines like this.

Could someone point me to the documentation that will explain how to add these 
lines to auth-config? Is it as simple as not using the configuration tools?
