ppp has mind of its own

\I've got a RH9 box set up as gateway here in my office. It uses a dial up 
connection and we use that line for local calls as well so when someone 
needs to make a call - from my ssh I

sudo /sbin/ifdown ppp0

and when the call's done I

sudo /sbin/ifup ppp0

Sometimes though the phone gets dialed out by the computer, even with 
ifdown and the only way I can straighten it out is to unplug the line from 
the modem and start over. This just happened now and here's what is on 
/var/log/messages (no ppp log)

Right in the middle of those log entries where it says

is where the computer had already dialed out "on its own". Am hoping to get 
some advice on tracing the cause.
