vsftpd best practice

Hi,

all I need is one single user to be able to upload/download fils from
ftp server on EL4.

I've created a new local user and configured vsftp to only allow this
user to login and also to chroot him into his home folder.

After browsing RH manuals, I found this warning:

Enabling chroot_local_user opens up a number of security issues,
especially for users with upload privileges. For this reason, it is not
recommended. 
***

What's the better solution than?
