how to setup ftp server in red hat enterprise level 5

You might want to take a look at proftpd server
yum install proftpd

Then something like /etc/init.d/proftpd start
And you have it running

If you want it to be launched at the boot, you can use chkconfig or just the 
old-fashioned ln -s to the rc you boot into
