timeconfig - dumb question

Im not sure if I have a hardware problem with this system or not, because I
have never seen this problem before. (This is a Qsol fileserver, so the
motherboard and etc.. are unknown to me)

I have a fileserver where the time set in the BIOS is correct for PST. (for
the purpose of this email the current BIOS time is 9:15 AM PST, which is
correct)

Under timeconfig I specify America/Los Angeles and uncheck "Hardware Clock
Uses UTC" and reboot just to be sure.

The system comes up and time is as follows:
charger:~ #date
Thu Nov  1 02:15:38 PDT 2007

Under timeconfig, if I select the option "Hardware Clock Uses UTC" and
reboot, it comes up as follows:
charger:~ #date
Thu Nov  1 02:21:13 PDT 2007

I have also played with various hwclock commands and for the life of me
can't get this system to display time in local format. (PST)
