Esp. when the blacklist "services" block an entire range of addresses. For
example, cogeco, out of Canada, was using... I think it was spamhaus. Via them,
cogeco blocked *all* of central Floria RoadRunner (Time-Warner, hundreds and
hundreds of thousands of folks near Orlando....)
