two questions

be a bit more explicit,
are you looking for webserver (apache will do)
streaming (speak to your bandwith provider)

what exactly are you seeking
why not just install joomla or one of the other cms things out there, 
webcasting is just like serving any other file, except it uses more 
bandwith.
