Cannot see README.txt file http / web site using Apache/2.2.3 (Red Hat) Server

It's certainly nothing to do with RedHat per se. I can put a README.txt in the root of a
web server and see it perfectly.
What do the httpd access and error log say? Did SELinux rear it's ugly head via sealert?
