I have started all over with the cupsd.conf
The changes I made were
Browsing On
Browsing Yes
BrowseOrder allow,deny
# (Change '@LOCAL' to 'ALL' if using directed broadcasts from another
subnet.)
#BrowseAllow @LOCAL
BrowseAllow ALL
Allow ALL
# Default authentication type, when authentication is required...
DefaultAuthType Basic

Order allow,deny
Allow 127.0.0.1
Allow 128.subnet1.*
Allow 128.subnet2.*
Allow 128.subnet3.*
Allow 128.subnet4.*
