Have you verified the value of /proc/sys/xen/independent_wallclock in
your virtual machine(s)?

cat /proc/sys/xen/independent_wallclock

If the value is 0, try setting it to 1 as below:

 echo 1 > /proc/sys/xen/independent_wallclock
