Then it's the kernel.  For the RH version, try:

cat /etc/redhat-release

You should see something like this:

[root at whale ~]# cat /etc/redhat-release
Red Hat Enterprise Linux ES release 4 (Nahant)

Since it appears your distro is Redhat 2.x it probably doesn't have
'createrepo' by default.
You'll need to pull if from somewhere.

I would highly recommend checking out Rob's recommendation. ;) I think
you will notice it looks familiar.

Ok, but wouldn't the createrepo command be part of the default software
install? I still have access to the dvd so I can probably get it from
there. Where does/should the createrepo command reside on the server?
/usr/sbin???
