disk partitions on that aren't recognized by mkfs + parted

[Doll, Margaret Ann]

I get the same error with mk2efs -j /dev/sdi1

mke2fs 1.39 (29-May-2006)
/dev/sdi1 is apparently in use by the system; will not make a filesystem
here!
