It would also be useful to have:
chcat +a,b,c -d,e,f

or, at least

chcat +a,-d,+b,+c,-e,-f

Without this, you need to predefine every possible combination of 
categories, otherwise label translation you're doing will fall back to 
the underlying cN (or whatever) format.  It also places a massive burden 
on the admin, when adding or deleting categories, the entire translation 
list must be consulted to update the set of translated combinations.
