SSH failure

I have installed and IPL'd a big system but cannot SSH into it. Are
there any good references on setting up remote access. I can ping with
no problem but SSH fails.

The man pages show debug commands but 390 Linux rejects it. (sshd -d -p
1234). Says start | stop | restart etc.
