ON QA means the packages are still in testing and haven't made a current beta release.  As you correctly noticed, both updates are provided to enable Rails 3.

Hi all, 

I have a customer that is planning to build a webserver that relies heavily on Ruby on Rails 3. If the project gets the green light, it will be in development for the next several months. His preferred platform is Red Hat Enterprise Linux. He wants to know if I can recommend Red Hat Enterprise Linux 6 as a basis for this webserver. We would like to start developing and testing during public beta. 

The current beta release of Red Hat Enterprise Linux 6 does not support Rails 3. The following two issues are of interest to me

Apparently, more people want to run Rails 3 on rhel6. 

I noticed the status of these two issues is "ON QA" and they have a "Fixed in version" tag 

ruby-1.8.7.299-3.el6 
rubygems-1.3.7-1.el6 

Would it be possible for us to start testing these rpms right now, or do we have to be patient and wait until they pass QA and appear in the next beta release?
