There is no qpid java broker that supports 0-10, the java broker on 
trunk speaks 0-8. The java client on trunk can speak both 0-8 and 0-10. 
When communicating with the java broker it will use 0-8, when 
communicating with the c++ broker it will communicate using 0-10.
