No, the work has not been started. It may be available in the next MRG 
release (1.1) which is scheduled for sometime in the last quarter of 2008.

If you would like to work on that feature, that would be great! Joining 
the qpid-dev list at apache would probably be best in that case as it 
will be within the qpid project that the feature is built.
