It's an old problem. I hit it with RH9 and I'm surprised to see it in the RH-EL 
series... The root of the problem in RH9 was the database used for rpm, it had a 
flaw and should be solved with a new version of RH. Unfortunatly it is not 
solved in RH-EL-U3...
