[rhn-users] Password expiry question

Hi,

I implemented password expiry, and well, its not working, using
redhat-config-users, I can see that it says password expiry is enabled,
I can see that the date of last change is well before now, like its
still 1970 and the min time is 0 max time is 30 days, warn time 7, and
yet, its still not saying "Your password needs changing", it also
doesn't seem to take any action like after 7 days warning, lock the
account.

What trick have I missed?
