Currently no. If you wish to contact support to submit a customer
feature request, then please do so.
All entitlements basically go into a big pool. When an entitlement
expires, the pool total goes down by one. If you had say 6 AS
entitlements, with only4 AS systems registered and then one AS
entitlement expired, the pool total will go down to 5, with no affect on
the 4 AS systems registered. If though you had 6 AS entitlements, with 6
AS systems registered and one AS entitlements expired, then you want to
know which system will lose its AS entitlements. This is in fact
documented within rhe RHN Reference guide as:

"When an entitlement expires, the last system entitled to the same
service level (such as Management) will be unentitled. For instance, if
you have 10 Red Hat Enterprise Linux AS systems entitled to Management
and either one of the RHN entitlements or one of the operating system
subscriptions expire, the last system subscribed or entitled will have
their subscription or entitlement removed."
It is a simple last in, first out algorithm.
