[rhos-list] Launch Instance Failed With ERROR vm_state

This often means that you are trying to schedule an instance that
would consume more resources than you have available in your compute
pool.  ie, you are already running too many instances.  Try deleting a
couple of existing instances and then building another and see how you
go.
