I would assume that they have been using the out-of-tree GRE tunneling
as found in the out-of-tree OVS kmod.

Correct, work is not finished yet. It is possible to get a working
tunnel setup by using the latest git trees but it's still WIP and
none of the code has been included in any official releases yet.
