Thank you all for the input. When using v3 other than v3.0 for keystone endpoint-create, the keystone service works.

Yes, it appears that is the case. I also want to confirm though whether you need *both* endpoints or just v3 with the clients auto-negotiating the finer details but I'll raise a bug now to track the fact that we definitely need to make that change. Apologies for the inconvenience!
