Yes, I moved the *-paste.ini files to /usr/share/glance in line
with their interpretation as more "code" than user-editable config.

Having empty *-paste.ini files under /etc/glance shouldn't be a
problem unless the user previously edited those files (which is
unlikely, given that the auth config no longer needs to be embedded
in the paste config).

Also it doesn't seem to have been problematic in this case (where
the actual issue was cause by a missing NFS mount of the instances
directory).

Indeed, restoring the old /etc/glance/*-paste.ini files would have
no effect by default, as the new /usr/share/*-dist-paste.ini files
take precedence *unless* the user has explicitly set:

  [paste_deploy]
  config_file = /etc/glance/glance-X-paste.ini

in /usr/share/glance-X-dist-paste.ini.
