I suspect a bug somewhere.  Something was creating a *directory*
/var/lib/cloud/instance, which is normally a symlink to
/var/lib/cloud/instances/<instance-id>.  It appears that when this
directory exists cloud-init falls over.

I suspect that cloud-init may be doing this when booted without a
valid data source, but I'm not sure.
