I opened https://bugzilla.redhat.com/show_bug.cgi?id=1025749 on this
issue several days ago, and I spent some time trying to reproduce the
failure with various permutations of removing /var/lib/cloud in whole
or in part and booting with or without an available metadataserver and
I wasn't able to reproduce the problem.

Dave spent a lot of time fiddling with his images trying to get them
working so it's entirely possible this was ultimately a user-induced
failure.

Unless someone else is seeing this behavior I don't think it's worth
pursuing.
