I may be blind, but I just downloaded MAKEDEV-3.3.8.src.rpm from
rawhide directory, and there is no %dev in the specfile at all.
Only thing I found is a changelog entry:

* Wed Jul 18 2001 Tim Powers <timp@redhat.com>
- rebuilt using new rpm that actually does %%dev correctly

But I can't find anything further. Which MAKEDEV package do
you mean exactly?
