Hmm. I tried again with the same result. 

I straced the command -- and there isn't even an attempt to 
open the gpg binary, as far as I can see (I'm far from an
expert at this!) 

rpm -Vv rpm 

shows that the package is intact.

Any further ideas? 

I can provide the strace output after I've sanitized it if 
that will help.

(If %_gpg_bin is the correct macro name, the man page 
is in error when it shows a sample .rpmmacros:

       %_signature gpg
       %_gpg_path /etc/rpm/.gpg
       %_gpg_name John Doe <jdoe foo com>
       %_gpgbin /usr/bin/gpg
)
