The man page may indeed be in error.  I'm just taking a stab at this
here, but on my box running Fedora Core 3:

$ rpm --version
RPM version 4.3.2

$ rpm --showrc | grep gpg
-14: __gpg      /usr/bin/gpg
-14: __gpg_check_password_cmd   %{__gpg}
        gpg --batch --no-verbose --passphrase-fd 3 -u "%{_gpg_name}" -so
-
-14: __gpg_sign_cmd     %{__gpg}
        gpg --batch --no-verbose --no-armor --passphrase-fd 3
--no-secmem-warning
        -u "%{_gpg_name}" -sbo %{__signature_filename}
%{__plaintext_filename}

So, try setting %{__gpg} and see if that works.
