It's a wild-card expression.

You've been trying to build a Samba rpm from its a spec file with
$RPM_BUILD_ROOT = /var/tmp/samba-2.0.10-root/, and when RPM wants to
create the binary package, it expects files at that location but
could not find them. Look inside the spec file in the
%files section on what is expected to be there, and look in /var/tmp/...
on what is there actually. Could be that you may need to adjust the
path a bit. /etc/codepages/ is an unlucky place for samba-specific
files. Probably they've moved to /etc/samba/codepages (*just a
guess*).
