Humm, we do not expose a way to add new time zone's within the UI. I 
have never seen a request for a GMT -3 to be added before.

I am not sure *all* the places in our code, but look:

I think we have some Java code/library as well doing time zones :/

So, not an easy one for me to answer. If you want to hack, let us know, 
I am sure we can point in right direction, otherwise, provide some more 
details and maybe submit an bugzilla RFE for us to try and get it into 
Spacewalk 08.
