No, make-ks-tree is no longer supported.  Use the guide here:
https://fedorahosted.org/spacewalk/wiki/HowToKickstartCobbler

to set up a kickstart tree (Distribution).  Let me know if you see any
references to make-ks-tree anywhere on our wiki and I will remove them.
