older epel file?? You mean an older version of the repo information or
an older version of cobbler?

If the latter than i suggest you goto
http://people.fedoraproject.org/~mdehaan/files/cobbler/ where you will
find many older versions cobbler and koan that you can build for
yourself. If you then install cobbler *before* spacewalk the
dependency will be met.
