I agree with this idea.  Give the admin an option via the rhn.conf file.
BUT... I also think the default value should be 0 (ie. No restart).

Something to consider, even if someone is only using the DB for spacewalk, there are probably folks out there that make calls against the DB for other management tools etc.  Seems like it would be bad to automatically assume the DB should be stopped when the rhn-satellite service is stopped.

Also, it would be good to have a GUI option to set enable/disable the restart (ie. make the change to the conf file)

I would say: If the DB is on the same machine, then it is most probably 
used only for Spacewalk. So restart it.
Using box with Spacewalk for something else is not recommended. I would 
say that include DB. Standalone DB on different machine is different thing.

But of course, best way will be presence of option in /etc/rhn/rhn.conf
database.restart = 1
And if user use DB for something else, he will set it to 0.
