Are you uploading the files via the API?  We were having the same thing
(albeit in Satellite 5.4).  I found
https://bugzilla.redhat.com/show_bug.cgi?id=620366 and since have added
"'contents_enc64':'true'" to the Python struct that gets passed to the
API.  In short, you need to base64 encode the files. Solved the problem
for us.
