Just the same way you use software channels to install packages...

1. Create configuration channel.
2. Create files in configuration channel.
3. Subscribe systems to configuration channel.

4. Deploy files. Either:
4a. Schedule deploy to system for files of configuration channel.
4b. use rhncfg-client to pull files from configuration channel.
