I have seen this when I have tried to start osa-dispatcher right
after jabberd restart. jabberd did not fully started yet, so
osa-dispatcher failed to connect. But when it tried 10 - 20
seconds later, it connected correctly.

# rhn-satellite restart
# sleep 20
# service jabberd status
# service osa-dispatcher status

Do you still see the issue?
