1) No, you can't
2) No, isn't.

The solution is, you have 2 or more different EPEL chanels which are 
using the *SAME* repository.
So your EPEL 6.2 and EPEL 6.0, and so on, use the same repository. In 
that case the RPMs will be downloaded only once and they will not be 
duplicated.
