Thanks for the reply Tomas.

I was trying to generate it from the OS RHEL7. 

Later I did the same on EL6 and succeeded. and then imported the key to the space walk server.

I do not think, there's special requirements.
I always take the latest gen-oss-sat-cert.pl from master of spacewalk.git and run it on my Spacewalk 2.3 on RHEL6:

$ perl gen-oss-sat-cert.pl --signer 0D5837AF --resign /tmp/spacewalk-public.cert
Passphrase:
config web.db_backend not in master config list in PXT::Config at /usr/share/perl5/vendor_perl/PXT/Config.pm line 159.
config web.db_name not in master config list in PXT::Config at /usr/share/perl5/vendor_perl/PXT/Config.pm line 159.

config web.db_user not in master config list in PXT::Config at /usr/share/perl5/vendor_perl/PXT/Config.pm line 159.
