FWIW, I am seeing the same issue, mine is related to kernel packages...

Installed:
rpm -q --qf="%{EPOCH}:%{VERSION}-%{RELEASE}.%{ARCH}" kernel-2.6.18-404.el5
(none):2.6.18-404.el5.i686
rpm -q --qf="%{EPOCH}:%{VERSION}-%{RELEASE}.%{ARCH}" kernel-2.6.18-406.el5
(none):2.6.18-406.el5.i686
rpm -q --qf="%{EPOCH}:%{VERSION}-%{RELEASE}.%{ARCH}" kernel-2.6.18-407.el5
(none):2.6.18-407.el5.i686

Available from my Spacewalk repo:
rpm -qp --qf="%{EPOCH}:%{VERSION}-%{RELEASE}.%{ARCH}" 6e4/kernel/2.6.18-408.el5/i686/6e47e36f775566ef2249310104d95825/kernel-2.6.18-408.el5.i686.rpm
