Exactly, you can't add multiple base channels ór children of multiple
base channels. Every system can only be assigned óne base channel and as
many child channels as you like, but only children of the chosen base
channel.
You will have to create a child channel "EPEL" under your CentOS 7.3
base channel. It won't make any difference in diskspace if you add the
same epel repository to it, it'll just link all already downloaded
packages in the new child channel.
