Both control keys pressed at the same time should be unusual enough I
think, thats why I picked it.  Most of the time os and apps only keep
track of whenever control (any control key) is pressed, for
Ctrl-<something> hotkeys.  Another advantage is that the control keys
usually don't have any effect, unless you press some other key at the
same time, so switching the keyboard doesn't cause unwanted actions.

I'm open to other suggestions though.
