[vfio-users] Unable to isolate HDMI device

Hi,

module load order is not set in stone. So softdep might or might not
be needed. (should be added anyway)
vfio-pci should only grab those devices with the defined IDs.

I got a gf950 and gf970 in my system. Only one card is set to use
vfio-pci. The other is used by host.
