igd-passthru=on is only a Xen option, the QEMU help should be fixed to
clarify this.

You don't have both of these, ICH9 is only on the Q35 machine types and
PIIX4 is only on the 440FX machine types.

x-vga=on is unnecessary when using legacy igd assignment, no harm
though.

IGD ROMs dumped via the method you linked generally include the wrong
device ID and have a bad checksum, you can use my rom-fixer tool to
correct those: https://github.com/awilliam/rom-parser  This could be
the cause for no output from SeaBIOS, but I have no idea if your OPS
display output adds additional hurdles.
