How does it hang up? It's probably doing what it says: waiting for the
installation to complete/VM to shutdown. Since you are installing
windows which has multiple install phases, virt-install waits for the VM
to reboot a couple times so it can properly change the VM configuration.

That said, winxp installs in F13 are known broken:
